Full Journal pdf1996-03-20 Senate Journal Page 2811 SB 250 SENATE BILL NO. 250 An Act relating to the University of Alaska and to assets of the University of Alaska; authorizing the University of Alaska to select additional state public domain land, designating that land as `university trust land,' and describing the principles applicable to the land's management; and defining the net income from the University of Alaska's endowment trust fund as `university receipts' subject to prior legislative appropriation which had been returned to the Rules Committee (page 2627) was before the Senate in second reading. Senator Halford moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 2444. Senator Duncan objected, then withdrew his objection. There being no further objections, CS FOR SENATE BILL NO. 250(FIN) was adopted and read the second time. Senator Frank offered Amendment No. 1 : Page 1, line 4, after "management": Insert "and the development of its resources" Page 6, line 30: Delete "500,000 acres" Insert "350,000 acres" Page 7, line 1, after "Act": Insert "and that has not been reserved by law from the state public domain land and designated as part of a state park, state forest, state game refuge, state wildlife refuge, state game sanctuary, state recreational area, state recreational river, state wilderness park, state marine park, state special management area, state public use area, critical habitat area, bald eagle preserve, bison range, or moose range" Page 10, line 22, following "establish": Insert "(1)" Page 10, line 24, following "AS 14.40.365": Delete "." Insert "; 1996-03-20 Senate Journal Page 2812 SB 250 (2) procedures for mineral entry or location and mineral leasing on university trust land selections made under AS14.40.365 that are substantially similar to mineral entry, location, and leasing procedures for state land under AS38.05.185 - 38.05.275. (c)" Page 11, following line 5: Insert a new subsection to read: "(c) The policy set out in AS44.99.100(b)(5) applies to management of the resources of university trust land. In carrying out this policy, the Board of Regents shall ensure that the provisions of AS44.99.100(b)(5) apply to the development of the resources of university trust land." Page 11, lines 16 - 20: Delete all material and insert: "(2) the responsibility for the management of the land vests with the University of Alaska only upon conclusion of the term, including any renewals, of the lease, license, contract, claim, prospecting site, sale, permit, or right-of-way that is authorized by law." Page 11, line 30, after "resources": Insert ", including hunting, fishing, and recreational opportunities," Senator Frank moved and asked unanimous consent for the adoption of Amendment No. 1. Senator Duncan objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Halford moved and asked unanimous consent that CS FOR SENATE BILL NO. 250(FIN) am An Act relating to the University of Alaska and to assets of the University of Alaska; authorizing the University of Alaska to select additional state public domain land, designating that land as `university trust land,' and describing the principles applicable to the land's management and the development of its resources; and defining the net income from the University of Alaska's endowment trust fund as `university receipts' subject to prior legislative appropriation be considered engrossed, advanced to third reading and placed on final passage.
